International passengers traveling from South Africa, United Kingdom, and Brazil traveling to Tamil Nadu, will have to submit their COVID-19 sample test, even if they had been tested negative in other Indian airports.
international travelers, arriving from Europe and Middle East (countries except for South Africa, Brazil and UK) will have to log into Air Suvidha Portal and submit their self-declaration form (SDF) for COVID-19 before arriving in India. Besides this, they would also need to carry their COVID-19 negative report and do an RT-PCR test before arriving at the Tamil Nadu airport. This report should be 72 hours prior to the departure and shall be uploaded on the portal as well.

According to the guidelines issued last month, travelers (except Kerala and Maharashtra) had to monitor their health for 14 days after reaching Tamil Nadu. For travelers coming from Kerala and Maharashtra, they had to be quarantined for seven days and monitor their health based on their symptoms. Passengers who show symptoms would be asked to get tested.
Last year in August, In order to boost the economy, the Tamil Nadu government had exempted quarantine for all business passengers coming to the state for 72 hours or less. And it looks like that rule is still in place - even now, they are exempt from the norms of quarantine.
